As revealed mere moments ago at Microsoft's E3 press conference, Konami has officially announced Metal Gear Solid: Rising for the Xbox 360.  Metal Gear Solid: Rising will star Raiden, who previously appeared in Metal Gear Solid 2 as the primary playable character and in non-playable form as a cyborg in Metal Gear Solid 4.  Which Raiden will show up in Metal Gear Solid: Rising is unknown at this time however.  And, well, that's all we really know at the moment, although we hope to learn more very soon.
